In a myriad of Western literature, employees' perception towards performance appraisal, with precision to their reactions on justice and satisfaction with this system, is considered to be an effective approach in measuring and evaluating the efficiency and effectiveness of a performance appraisal method. According to Su and Baird (2017), almost all of the studies on the government's performance appraisal systems have been undertaken in the United States of America, hitherto a reflection of the American context. However, there is a significant shortage of research inquiries on government performance appraisal systems in non-western nations such as Oman, imbued with different types of cultures given the fact that hypothetically, cultures play a significant role in the interpretation and the definition of appropriate behaviors. This reveals that the government performance appraisal systems in Oman have undergone several stages. Over recent years, more Oman state-owned organizations have resorted to reform their traditional performance appraisal methods through the adoption of western models to establish objective and scientific grounds of evaluation of their employees' performances (Abraham, 2014). However, the adopted performance appraisal systems fail to comply with the cultural context of Oman, hence establishing the purpose of this research inquiry that intends to explore the design as well as the implementation of a valid government performance appraisal system in Oman.
Aims and objectives:
Although several state-owned organizations in Oman are currently reforming their performance appraisal systems, it is evident that the implementation of these systems is incongruent with the cultural context of the nation, given the fact that the models are borrowed from western nations (Debrincat, 2015). Given the complexity and diversity of internal corporate cultures as well as the structures of varied organizations, performance appraisal systems must be designed and implemented in consideration of the institution's internal and external circumstances. This is especially vital in the health sector, where the government is determined to improve the welfare of the citizens and the sector.
The research aims to assess the most viable performance appraisal systems that have been utilized in other countries, and that can be incorporated in the Oman health sector.
