The process of requesting, collecting, analyzing, and providing policymakers with specific categories of information significant to national security; the yield of that process; the conservation of these procedures and this information by counterintelligence behaviors; and the implementation of operations as requested by legal establishments are all defined as intelligence. Although there have been several failures in this concept, many individuals feel that the goal of intelligence is to avert surprise. Yet, intelligence isn't employed to keep people from being surprised.
Although intelligence is a crucial component of national security, there have been several intelligence failures throughout history. While intelligence agencies throughout the globe have accomplished outstanding achievements in gathering intelligence and averting surprise strikes against countries of concern, the mistakes that have been documented in history are the most apparent element of their job to the public (Isele et al. 2019). These examples of intelligence failure have sparked several academic arguments about why the intelligence community failed to prevent the adversary from being caught off guard. In the end, intelligence will always be flawed, and surprise can never be entirely avoided, as history has shown.
The occurrence of the failure should not determine the success of intelligence. The depth situation at concern can only determine the success of intelligence. Another strategic surprise is probable when the Intelligence Community (IC) fails to respond to an essential breakthrough in technology, policy, or organization that gives traditional fighting outdated methods. In truth, avoiding planned surprise has been a common challenge in US national security policy since at least the mid-twentieth century (Johnson 2019). As a result, indicators and warnings of intelligence were developed. This was to provide policymakers with prior notice of prospective features and low likelihood; high effect scenarios.
