State of Missouri Emergency Operation Plan (EOP)
The State of Missouri Emergency Operation Plan (EOP) represents Missouri's all-hazard emergency planning. Even though it is not all-inclusive and subject to changes, the State of Missouri EOP is a product of the State of Emergency Management Agency (SEMA). It is consistent with the directions of the Federal Emergency Management Agency’s (FEMA).
Besides this, the National Incident Management System (NIMS) standards have been incorporated into Missouri EOP. It was developed with a core objective of developing and maintaining emergency operations plans (EOPs) within the jurisdictions of the State of Missouri. The State of Missouri EOP is to be applied in local jurisdictions that are involved in emergency planning, and other organizations like colleges, schools, businesses, and hospitals can use it to supplement, but not as a replacement of any specialized planning guidelines, guidelines, and regulations. Items might be added to the borrowed standards and guidance from FEMA and NIMS, but this depends on the State of Missouri‘s discretion. The NIMS provides for the adoption and use of the Incident Command System (ICS) when responding and recovering from emergencies. The All-Hazards Planning Guidance recommends the deployment of the Incident Command (IC) and Unified Command (UC) guidelines (Fagel, 2011). The Emergency Operation Center (EOC) is the epicenter of effective collaboration and coordination of the National Response Framework and NIMS, among others (Fagel, 2011). 
SEMA recommends the EOP include the various fundamental annexes which include direction and control, communications and warnings, emergency public information, damage assessment, law enforcement, fire and rescue, resource and supply, hazardous material, public works, evacuation, in-place shelte...
