The Pollution Prevention Act was intended to reduce the world's pollution levels. There are several barriers that the implementation of this act faces. One of such factor barriers is the non-existent of standard for the measurement CITATION Nat03 l 1033 (Spekter, 2003). A review of information gathered shows that some of the cases studied lacked a common denominator which could be used for the measurement of the pollution levels. However, in some instances some of the data collected were too casual; hence the determination of certain pollution level deductions was not possible. As a result of these, to compare or find an aggregate for the measurement was not easy CITATION Ede90 l 1033 (Edelman, 1990).
In addition to that, the measurement of pollution levels would have been easier if the staff participating had been provided with qualified and the right amount of resources for the taskCITATION Nat03 l 1033 (Spekter, 2003).
