The statement implies that prevention supersedes inspection. It emphasizes on the importance of preventing an occurrence rather than tracing for the weaknesses. Usually, companies invest approximately 20 percent of their operating budget in finding and fixing mistakes. A certain fraction of the workers have to find and fix things that have been done wrongly, thus incurring appraisal and internal failure expenses. However, if the quality standards of a product are enforced during the manufacturer time, the internal and external failure costs will be eliminated or reduced. The statement is a synonym for the phrase, “Prevention is better than cure.” The principle in this case is that every dollar used up in prevention saves ten dollars in failure and appraisal.
Inspection has no impact on quality, neither does it guarantee quality. Inspection is usually too late because once quality is instilled into a product, it cannot be changed by simply inspecting the particular product. Inspection is only important in gathering the appropriate information about the process. Using the collected information to assess whether the process has followed an appropriate procedure or followed the wrong path is important in ensuring that the required quality is adhered to. Conversely, inspecting a product to identify failed items from the production process before a customer identifies than is a path towards failure. A bad process should be improved.
