An effective team's development requires that the program manager hire the best people available for the job. However, the challenge comes in identifying and determining the best candidates since it is never straightforward. Many factors concern potential members that require consideration, such as the skills necessary for completing project tasks, the influence of the candidate in the organization, ability to access the network of resources, capacity for effective participation, and ability to integrate and work well with teams. There are cases where project managers are not given the opportunity and freedom to choose team members. In such a case, members were assigned to the project team. Concerning such a scenario, there is a need for the PM to take precautions in the establishment of a relationship with team members before meeting the team as a group. Otherwise, it is easier for them to withdraw since they may not necessarily feel connected with the rest of the team and, worse, lack commitment to the project at hand.
A communication plan helps in providing direction concerning an essential part of teamwork, which is communication. Lack of efficient communication makes the process very difficult towards the achievement of the desired outcome. The aspect of effective sharing of information makes it easier to divide the workload between team members. This makes the task at hand becomes easier despite the matrix structure since the same information is shared with all managers, and their views are consolidated for the project's success. There is a need to utilize social apps such as Skype, WhatsApp, or Google drive for group communication purposes. The PM must encourage team communication throughout the project to minimize confusion alongside unnecessary delays. The team members should be encouraged to share their opinions and ideas freely. This would help in providing additional opportunities that would help innovation as well as creativity. Effective communication helps in simplification of messages, thereby minimizing as well as excluding chances of misunderstanding. Such enables retention of the team attention on the project, therefore, facilitating task completion in good time.

In this case, it is essential to note that there is a right and wrong way of conducting a brainstorming meeting. There is a need for preparation at the initial stage of development, whereby the two phases should run separately. The first phase entails the idea generation stage that entails divergent thinking methods, while the second phase involves idea selection where convergent thinking is necessary.
In the first step on idea generation through divergent thinking, no criticism or discussion is allowed from members. At this point, there should be an elaborate recording of all ideas as expressed. Such recording should be done either on computers, flip charts, or whiteboards; however, no fault-finding or comments allowed at such a stage since it may slow down the flow of ideas.
