Human Resource Plan for an Organizational Strategy
Expanding into new markets, especially overseas, requires effective planning to ensure that the right human resources are allocated to the new business. Innotructures International is a company that offers relief housing solutions in areas that have been struck by disasters. Most of its services are project-based. The company has had its operations in North American but because of limited market opportunities in this region, it has considered expanding to other regions, one of which is sub-Saharan Africa. Specifically, the company seeks to expand into Ethiopia and Somalia. These two countries are a promising market for the company. People in these two countries, located in the horn of Africa, are often driven from their homes by seasonal floods and violence, which leaves a trail of destroyed homes behind (International Committee of the Red Cross (ICRC), 2020). Due to the nature of the services, the company will need to relocate employees who have specialized skills. The number of employees sent to this region will be 10 employees (5 for each country). Since most of the work requires manual labor, the company will depend highly on local labor, hence the reason for sending just a few employees.
The company will relocate employees to the new region on a short-term expatriate assignment basis. Short-term expatriate assignments last between three months to one year. The assignment for expatriates, in this case, will be one year. According to McNulty and Selmer (2017), short-term assignments are appropriate for project-based work and Innotructures International offers its services on a project-based approach. Also, Ethiopia and Somalia are hardship regions that are characterized by insecurity, violence, and climatic crises (Abdilahi, 2019). This makes long-term assignments a bit unsuitable. As revealed by McNulty and Selmer (2017) short-term assignments are appropriate for such a case. They are also appropriate for companies that use specialized skills that are not present in the host country and can also be used in building new opportunities in overseas markets. Due to the nature of the assignment, the expatriates will not be accompanied by their families. As indicated by McNulty and Selmer (2017), expatriates on short-term assignments work for long hours to complete their assignments or projects on time. Therefore, their families are not relocated. However, this means that the company will need to provide them with frequent home visits and a suitable transport allowance for the same.
The company will not need to establish a commissary and banking and currency exchange points in the region. The two countries have adequate food stores, especially in the cities where the new offices will be located. However, expatriates will be advised to have an adequate stock of food and groceries in their houses at all times. In terms of banking and currency exchange, the countries also have adequate facilities that cater to such needs. For instance, Ethio...
