The UNDP uses the HDI (Human Development Index) as a tool for measuring the rate of development in the developing countries. The Human Development Report clearly outlines the components of human development. The HDI is based on the income of the population, the general health and the education levels. According to the HDR (2011), the HDI for China increased considerably by 70% between 1980 and 2011 (Blumenthal & Hsiao, 2015). An improvement in the HDI implies that the levels of income earned by the population have increased. With better earnings, the population can attain better health care and nutritional needs. The government can invest in the improvement of the health centers and the education programs. The increase in HDI translates into longer life expectancy and improvement in the levels of education in the country.
The lending institutions and the banking sector have experienced positive financial reforms that have facilitated the growth of the Chinese economy and capital account liberalization. China has also made significant efforts in the expansion of the use of its currency to conduct international businesses (Aizenman, 2015). The capital account liberalization which has been in existence has loosened some of the trade restrictions and barriers that had affected the capital inflows and outflows. A lot of schemes have been implemented by the governments, which have permitted the control of the capital inflows and outflows such as the international portfolio diversification and the domestic financial development.
Various channels for capital inflows such as the QFII (Qualified Foreign Institution Investor) launched in 2002, has enabled investment in the Chinese equities. The RQFII which was launched in 2011 has allowed the offshore RMB funds to be invested in the Chinese stock and foreign exchange (Blumenthal & Hsiao, 2015). Channels for capital outflows such as QDII which was launched in 2006 and QDII2 which was proposed in 2013 have integrated the economic stimulus of China. The QDII allows the onshore financial institutions to invest in the foreign securities and bonds in the foreign stock exchange markets. The proposed QDII2 would permit individuals worth a million RMB in assets to invest in the offshore businesses and trade in securities and bonds. The Chinese banking sector is mostly controlled by the state. The liberalization of the bank deposits and lending rates has stabilized the banking industry. With the guidelines on the standard accepted rates, the commercial banks can freely set their rates about the agreed and acceptable lending criteria.
