As Vito and Keil (2004) reveal, juveniles were more likely to be deliberate and random in committing homicide than adults, although the viciousness of the murder was not different. Based on this, there is an assumption that trying juveniles as adults would change their homicidal behavior by reducing the deliberateness and randomness of their homicides. The Kentucky Youthful Offender Act was implemented to allow courts to try juveniles as adults.
A pretest-posttest design will be applied to determine whether juvenile homicidal behavior changed after implementing the Kentucky Youthful Offender Act. In this case, the treatment or intervention is the Kentucky Youthful Offender Act, while the outcome changes in homicidal behavior, namely deliberation, randomness, and viciousness.
