One strategy that MCOs use to turn heavy users into light/moderate users is called adverse selection. Adverse selection is a strategy that is used to help mitigate the costs of the services offered by MCOs. This particular strategy is normally used when demand for services increases. In such an instance, MCOs find themselves grappling with the difficulty of meeting the increased demand and thus decide to increase their prices.
