Holbrooke is a negotiator who provides an account of a diplomatic initiative led by America that resulted in the end of war in 1995 in former Yugoslavia. The initiative is fast-paced and is offered in the first person by Holbrooke. Holbrooke is once an ambassador to Germany, a past master of the peace talks in Vietnam and the States' assistant secretary. He is sent by the president of the United States, Clinton to Bosnia as a peace chief negotiator. The book describes tragedy, confusion, and conflict before the final success. This takes place in precisely fourteen weeks. It was further spurred by his three colleagues' deaths. Holbrooke calls it "something like a combination of chess and mountain climbing." It is a modern diplomacy portrait.
The deaths of his colleagues triggered him to cool down the tight situation that was between the three presidents of Balkan. He then took over the president seat of the peace conference that took three weeks in Dayton, Ohio. During the conference, he was involved in covering certain basic elements of creating a foreign policy that would be very effective. It involved a number of things: dealing with allies of Europe, Washington personalities' and agencies' coordination and undertaking serious negotiations with the nationalist leaders of ethnicity. It was also to make sure those diplomatic efforts and the military worked in harmony, ensuring that the public and the Congress that was very dubious got the peace plan and finally influencing the press.
Holbrooke puts a lot of effort in describing the steps and stages of the peace negotiations. He provides meager information of the origin of the conflict in Balkan. However, the description he gives about the three Balkan leaders tells it all. He describes Bosnian Muslims as disorganized and bickering, Tudjman as arrogant and Milosevic as sly. There are several mistakes that the author acknowledged however. This included retaining the name Republika Sprska by the entity of Bosnian Serb. The name is considered to be as described, ‘blood-soaked name.'
