A matter of Design: English learner program models in K12 Education.
Sugarman (2018) explains that schools in the US have different models, names, and methods for learning English. Little research exists to show the specific model between bilingual and non-bilingual, working best in various settings. Nevertheless, different stakeholders identified the issues impacting the results and the efficiency of the program. These factors are instructional material, the quality of teaching, and the support given to teachers to develop their skills. Availability of student performance data could help know the areas that need much attention or change. The data are available for public viewing in different forms. Still, there is a need to address how to easily access and utilize them to analyze students' performance based on their grades and duration in school.
There are gaps in terms of the model being used by different schools, the evaluation process of EL learning, the professionalism of teachers, and enough research on EL. There is a need to conduct more research around the different models and identify the specific effective model schools can adopt. In implementing the specific model, the government spearheads and works with these institutions for EL learning procedures are adopted by all schools. According to August (2018), learning is a process that requires a joint effort to accomplish.
How can the overall outcome of EL learners be improved? Schools need to address the factors that impact the overall outcome of EL. There is a need to offer more support to EL learners by making the results available and improving the evaluation process. This will generally help them know exactly where they need to put more effort on. More support should also be directed to teachers; for example, teachers should be provided with enough materials to improve and develop their skills by more training on English learning.
