In the State of California, the Naloxone Grant Program seeks to ensure that access to the opioid antidote naloxone is increased. According to a report regarding the Naloxone Grant Program, California's legislature allocated $3 million to the program through June 30, 2019. While this helped immensely to help deal with the opioid crisis, there is still much that needs to be done to deal with the problem. Thus, this proposal seeks to increase funding to this program so that more people would get access to naloxone.
The Party Platform Principles
The Democratic Party has been a fierce propagator and fighter of the opioid crisis. During the Obama administration, Obamacare designated substance use disorder treatment as well as expanded mental health services to more people. Also, Obamacare expanded the Medicaid coverage, which meant that more people could be insured, especially those in the low-income class. The Democratic Party has not been shy about its position to increase access to addiction treatment. Also, another plan that was also part of the Biden team included holding big pharmaceutical companies responsible for their continued role in the opioid crisis. Of the above measures, the Naloxone Grant Program directly coincides with the goal to increase access to addiction treatment. Basically, the statement that aptly fits here is what better way to deal with the crisis than to increase access to the antidote?
How the Program Advances the Party Agenda
The Naloxone Grant Program advances the Democratic Party agenda of ensuring that addiction treatment is readily available and accessible to those in need. There is no addiction treatment without considering harm reduction strategies. The two cannot be separated, and it is crucial for the Party to throw its support to the program. The opioid crisis-related deaths in a State like California have continued to increase with every passing season. Shover et al. (2020) note that there has been an increased number of deaths related to synthetic opioids like fentanyl. Such reports are damning, especially considering the Party's stand on dealing with the crisis. Supporting the Naloxone Grant Program will help ensure that such cases are dealt with, and lives are saved even as the Biden administration works to curtail the flow of illicit drugs like fentanyl.
Program Data Related to Target Population Outcomes
According to the Naloxone Grant Program Report, the California Depart of Public Health was able to distribute 69,830 doses of naloxone all over the State because of this program. These doses were then distributed to 60 local health departments that were then tasked with distributing the doses as and how they saw fit. Reports from the Local Health Departments revealed that entities such as law enforcement agencies, substance use disorder services, and fire services were the agencies that received the doses.
