Intelligence Collection and Analysis of Boko Haram Research Paper
• Develop a research paper to address domestic intelligence collection and analysis of Boko Haram. Building on the information that you started in your midterm, prepare a new research paper that addresses which intelligence collection disciplines and agencies are essential to effectively collect on and analyze information about Boko Haram.
NOTE: Specify the most effective intelligence collection and analysis methods against the terrorist organization likely to conduct an attack within the United States that you selected by clearing answering all 3 of the following:
• What domestic intelligence collection efforts would be best utilized on the organization you selected? The Intelligence Collection disciplines are defined as: Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Measurement and Signatures Intelligence (MASINT), Open-Source Intelligence (OSINT). Do not focus on overseas intelligence collection programs; this is an HLSS course and we are focused ONLY on collection within the U.S. homeland.
• Which members of the Intelligence Community would be the best collectors of intelligence on this particular organization within the country?
The following agencies and offices make up the United States Intelligence Community:
Office of the Director of National Intelligence
The Central Intelligence Agency
The Defense Intelligence Agency
The National Security Agency
National Geospatial-Intelligence Agency
National Security Agency/Central Security Agency
Army Intelligence
Navy Intelligence
Air Force Intelligence
Marine Corps Intelligence
Coast Guard Intelligence
Department of Homeland Security
Department of State
The Federal Bureau of Investigation
The Drug Enforcement Administration
The Department of Energy
The Department of the Treasury
NOTE: You may address agencies that collect overseas and within the homeland as the terrorism nexus overlaps both domains. You may also consider some of the field agencies of DHS (since DHS I&A is just an office and does not collect) as some of the operating components do collect like ICE, CBP, USCG, and the Secret Service (who does focus on terrorism financing). Again, this is a Homeland Security course, so focus on the agencies that can support the homeland (like the FBI), NOT primarily overseas intelligence collection of foreign targets. Clearly focus your paper only on domestic intelligence and law enforcement and remember the CIA does not collect intelligence on Americans domestically, they are a foreign intelligence agency (as are ALL of the military intelligence branches).
What intelligence analysis strategies would be the most effective and why? The following listing are the intelligence analysis strategies:
Rational Choice Theory
Brainstorming Analysis
Red Team (Red Cell) Analysis
Analysis of Competing Hypotheses
NOTE: Remember that critical thinking (brainstorming) and situational logic DO NOT in themselves constitute an analytical approach -- be specific and pick at least two specific strategies you think will help analyze what can be collected on a clandestine terrorist group attempting to attack the U.S. homeland.

Intelligence Collection and Analysis of Boko Haram
Introduction
The activities of Boko Haram in the U.S. are likely to cause harm to the people. Considering the harm the group has inflicted in Nigeria, it is a threat to the U.S. As a result, intelligence gathering is on the activities of the organization is critical. With intelligence, it is possible to identify the operations of the group. This is crucial in preventing attacks from happening. With intelligence, the U.S. is in a better position to ensure the group does not succeed in any of its planned missions.
Intelligence Collection Methods
Human Intelligence (HUMINT) entails the gathering of intelligence via means of interpersonal contact. The information collected is obtained from human sources (Coyne, Bell & Merrington, 2013). In this case, the U.S. government could use individuals to gather information regarding the activities of the group in the country. Espionage would be appropriate for the form of HUMINT. Here, the government will have spies collect confidential information from the group without permission. These spies will infiltrate Boko Haram and join as regular members. The spies will be participating in the activities of the organization like planning for terrorist attacks. Other spies can still secretly join organizations affiliated to Boko Haram. Being inside will be critical in getting first-hand information about what the group is planning.
Further, the U.S. needs geospatial data to track down the activities of Boko Haram in the country. This can be done using geospatial intelligence (GEOINT). The approach entails obtaining visual representations of activities that are likely to threaten national security in the U.S. (Coyne, Bell & Merrington, 2013). Using imagery generated from satellites, the government can obtain information leading to the activities of the group. For instance, the group could be undertaking mass recruitments in a remote area. Setline imagery can assist in pinpointing the location of the site. This makes it possible to gather information on the group without being detected.
Additionally, the U.S. government can utilize Signals Intelligence (SIGINT). This entails the interception of signals to decipher the activities of an organization (Weinbaum, Berner & McClintock, 2017). The members of Boko Haram within the U.S. communicate to plan their activities. This is an opportunity to intercept their communication channels. The government can access their voice, text, and video communication of the group. Using SIGINT would be critical in establishing the plans of the group. By listening to the conversations of the leadership to the group, the government can obtain crucial information.
Moreover, the government can employ Open-Source Intelligence (OSINT). The approach entails collecting intelligence from publicly available sources like the Internet, media, and databases among others (Williams & Blum, 2018). Boko Haram, like any other terrorist group, seeks publicity, and hence some of their activities are already in the public domain. For instance, the leaders of the organization will participate in interviews to publiciz...
