Writing a memo to the policymaker for whom you are working:
START YOUR MEMO with a statement of your recommendations.
Write briefly about the problem you are addressing this may include a brief description of the current policy situation relating to your issue and why it needs to be addressed.
Write briefly about how you went about researching your issue,
Describe your findings in the various jurisdiction that you searched for solutions.
Conclude with your recommendation(s) and your thinking in formulated this recommendation(s).
Avoid a laundry list, a wish list; make the tough choice of which is the best approach given limited resources.
If you are proposing multiple recommendations give the list a structure. Suggested structures are: Which would you do first? Which is most important? How would you spend a particular block of dollars? Which recommendations are tied together and need to be done sequentially or concurrently to be effective?
Your recommendation(s) is your conclusion.
The reader should be able to understand the clear case you make for your recommendation to replace current policy as why you have assessed it as better than the other alternative you have identified.
This should be a standalone paper. The reader should be able to understand the question you are addressing and how you got to the analysis. Remember that in policy, the writer is never guaranteed that the reader will read the entire memo. Therefore you will need to start with your recommendation and then your alternatives and then your rationale for your recommendations.
In describing the alternatives detail the evidence on which you are basing these conclusions attending to the hierarchy of information you used to shape your recommended policy reform.
In an appendix to your memo present a conceptual model for estimating the benefits and costs of the policy you are recommending. Appendices can be submitted but the paper must be complete without reading the appendices.

Subject: Enhancing access to health services for immigrants by increasing public awareness of existing public health insurance programs and eliminating language and cultural barriers.
This policy memo recommends that the New York State increase public awareness of existing public health insurance programs available to uninsured and undocumented immigrants, over and above, eliminate language and cultural barriers that hamper utilization of health care services by:
1 Expanding its health care system to include the provision of linguistically and culturally appropriate primary and preventive health care services as well as resources by community-based health centers to immigrants.
2 Implementing public health education campaigns aimed at increasing immigrants’ understanding of available health care and coverage options as well as providing assurance to eligible applicants that enrolling will not impact their immigration status or put them at risk of deportation.
The Problem: Despite efforts by the State of New York to improve health care access to all immigrants, the uptake of these services is limited by lack of culturally appropriate medical care and resources as well as insufficient public awareness.
Background
Compared to other states with high levels of immigrant populations, the State of New York has made commendable efforts at improving immigrant access to health care. For instance, it has bolstered its Health and Hospitals Corporation (HHC) and federally qualified health centers (FQHCs) as primary safety-net providers to ensure uninsured immigrants (including undocumented aliens) in New York States receive essential health care (Yang, 2015). New York State has expanded coverage for children and pregnant women through CHIP and Medicaid. It has also instituted basic health plans outside of the health insurance marketplace that cater to low-income residents, including immigrants, and provides all ten categories of basic health benefits required by the Affordable Care Act (ACA). The state’s HHC programs is the country’s largest public hospital system with more than sixty community-based health centers spread across the five boroughs. HHC offers a sliding fee scale to all uninsured patients grossing up to 400% of the federal poverty level (FPL) thereby ensuring even uninsured immigrants have access to affordable health care services (NYC Health Hospitals, 2021).
Policy Recommendations

However, although providing health insurance is the first concrete step towards enhancing immigrants’ health care access, language, cultural, and education barriers continue to hamper greater utilization of health services.
