Background
Homelessness is a critical social issue that heavily impacts different geographical areas. It is a condition in which an individual cannot access adequate and affordable housing (Zufferey, 2016). Homelessness is a critical requirement that needs timely identification and intervention since it jeopardizes the right to shelter. Regardless of where they come from, any individual should have adequate shelter, and any issues that may jeopardize their interactions should be timely addressed. Homelessness is also a critical social issue that can be managed by adjusting the policies and accommodating the ideologies of different stakeholders. Poverty is the major cause of homelessness. Most people who are below the poverty line are prone to homelessness. There is a need to focus on suitable policies that can eliminate the effects of poverty and homelessness. Therefore, the policy brief provides a reliable alternative for addressing homelessness.
Metro Vancouver is one of the states which heavily experiences homeless issues. It records the highest percentage of homeless individuals in Canada. Besides, it records higher street deaths and criminal issues, jeopardizing social stability and peace. Due to homeless issues, the major problems that the state experiences are criminal activities that affect social stability. Despite the key policies that have been established to address the issue of homelessness, it is still common due to the lack of appropriate policy guidelines and measures. The policy brief offers an adequate solution by focusing on reliable guidelines. Besides, the increased homeless rate in Metro Vancouver needs effective policy formulation and implementation. Like any population or state, individuals from Metro Vancouver require equal treatment and affordable housing. Statistically, 2,095 individuals in Vancouver are considered homeless. Besides, 547 individuals live in the street, while 1,548 live in sheltered locations (Vancity Community Foundation, 2022). The sheltered locations include hospitals, safe houses, detox centers, and emergency shelters. Therefore, the policy brief ensures that all the identified populations are considered in the affordable housing plan, accommodating all the population needs. Homelessness is also considered a critical issue in Metro Vancouver due to the rising cases of street death among the homeless. The policy implementation is essential since it reduces deaths or any social issue which may jeopardize state security and social development. Therefore, the brief will examine the key gaps in Metro Vancouver and offer adequate solutions that the policymakers can take to address the problem I
