Given its focus on human dignity and value, the UN Charter is crucial in international special education, which sometimes interacts with disability rights. In conformity with the Charter, the UN's subsequent programs and agreements, specifically the Universal Declaration of Human Rights, have explicitly defined disability rights, establishing the foundation for international special education.

The UDHR articles declare that all people have basic rights irrespective of color, racial or ethnic background, language, political or other view, national or social background, wealth, birth, or any other factor.
