1. An element of the National Security Act of 1947 stated, "…No United States intelligence information may be provided to the United Nations or any organization affiliated with the United Nations..." Briefly defend this position from an ethical perspective. 
The nature of the collected information is usually highly sensitive, and sometimes the methods used to collect them by the intelligence community may not be within ethics, morality, and humanitarian processes. The united nations have also been known to be refuse to be considered as an intelligence-gathering entity; therefore, any intelligence shared with it may also be shared with other countries of interest. This may lead to a leak of informants and the methods that this information has been sourced. The UN is also incapable of processing and protecting any data collected. However, sharing information with the UN may be essential in some areas of peacekeeping missions in some of the most dangerous parts of the world. It may be unethical to withhold information that may lead to the arrest of terrorists who may be committing crimes against humanity. The united nations are one of the international governing bodies on peace and a humanitarian watchdog, and sharing important intel may be vital to saving lives and also national security. 
2. How would you define "morally intolerable" and "morally acceptable" from an intelligence operation perspective concerning national security? Is the torture of terrorists or enemy combatants ever morally acceptable?
Morally intolerable can be actions that are against the morally acceptable level of a person, the government, while morally acceptable are acceptable activities within the government and the intelligence community. Morally acceptable would be activities that are in line with the guidelines of the respective security agency and the government. Any intelligence collected from both local and international sources should be collected within the human rights guidelines as well as possible. One of the reasons the united states has kept its citizens safe is through intelligence collection. The country is ahead in intelligence collection since world war two, which has kept the country a superpower. However, what can be seen as morally acceptable by an American is not the same as what is seen as morally acceptable by someone from the middle east.
However, while there is clearly a need for an explicit statement on acceptable and unacceptable behavior from intelligence agencies, what is less clear is what an appropriate ethical framework should look like . This is a challenge as the definition of what is ethical and what isn't will vary from person to person and from country to country. The level of harm that terrorist impact on communities and families do require some form of torture. International terrorists have been trained on how to keep information to themselves, and techniques to gather information should consider the consequence.
