After independence, the main goal of the US government was to develop economically and strengthen its union. Thus, the foreign policy goals were hinged on protecting these goals and especially economic growth. The government had a special interest in foreign policies, and it ensured it only passed legislations that favored its international trade. At the time, her main international trade partners were the United Kingdom and continental Europe nations; France, Prussia, Germany, etc. European powers were at the time continuously warring, but they maintained their trade relationship with America independently. Thus, In the years that followed American independence to the civil war, the primary foreign policy goal was to remain neutral to European conflicts to protect her economic interest.
Neutrality was birthed by Washington’s Proclamation of Neutrality during when France was warring with the United Kingdom. The French had helped the US achieve its independence, and most people felt that they should have helped the French in the war. However, the United Kingdom was one of America’s main trading partner and alignment with France would sour that relationship. America would also spend a lot of resources in war while it needed them for domestic development. Thus, a neutrality position was the best since it had everything to lose and nothing to gain by aligning with either of the belligerent countries.
