What do you believe are the key factors that motivate state actors in the formulation of their foreign policy objectives? What are some of the reasons that states don't always achieve these objectives?
Factors motivating state actors in formulatingforeign policy objectives
           State actors represent governments in influencing and promoting international relations that help advance a country’s interests. Foreign policies are one way that state actors advance their interests, and they develop strategies that also respond to other actors. There are opportunities to advance economic interests and increase wealth accumulation. National interests remain the main factor influencing foreign policy, and foreign policy is closely linked with geopolitics (Frieden, Lake & Schultz, 2019). One of the national interests is maintaining strong security and thwarting threats to security. If external actors compromise a country’s security, there is a risk of breaching sovereignty. 
Spreading ideology influences foreign policy, with state actors focusing on allying with as many friendly states as possible. It is easier to cooperate and collaborate with allies who share a similar ideology. Ideology is not necessarily the focal point of foreign policy like during the Cold War, ideology still influences foreign policies and relations, and the U.S. protects international human rights and democracy.
