Exercise Instructions: 
1. Using the Article on Hong Kong write a detailed analysis that discusses and presents the key characteristics and dimensions of competitiveness and the challenges that have marked Hong Kong as a global city. Format of the paper should generally be that of a “Deconstruction Article.” See Class Notes 1 for details. Integrate and use concepts and tools of analysis which have been developed in the course to date.   See Class Notes 2 for details. 
2. Be sure to cover all the dimensions of strategy presented in the context of the focal readings and discussions. 
3. End your paper with a conclusion 2 list. First,  any newly presented FOA & TOA provide by the Hong Kong Articles. Include definitions or means for each. Second, list no less than 4 follow up or “Trailing” question for further research and study. Be creative and original as to both questions. 
4. Length: Not less than 3 pages nor more than 5 pages.  Total Points = 150

Use of frameworks of analysis (FOA) and tools of analysis (TOA0  and recognizing and detailing any new FOA & TOA presented by the article and other sources for the assignment. 3. Syntheses of article materials to strategic considerations and analysis 
4. Quality of Writing (QW) = Writing in an analytical style that is focused, concise, precise and complete.

The dynamic nature of cities and the vital role they play in the development process necessitates them to be considered important actors in the development of entrepreneurship and innovation. The article by Bob Jessop and Ngai-Ling Sum titled ‘An Entrepreneurial City in Action: Hong Kong's Emerging Strategies in and for (Inter-)Urban Competition' analyzes the development and emergence of Hong Kong as an emerging global city and an important city for international wealth creation and entrepreneurship1. The article provides a detailed and elaborate Schumpeterian analysis of the rise of Hong Kong as a rising entrepreneurial city (Jessop, and Sum, 2000). The authors argue that entrepreneurship as a concept can also be adopted and applied to cities, which also play an active strategic role in wealth creation. Furthermore, the article also identifies and defines the different objects that form the foundation of urban entrepreneurship (Jessop, and Sum, 2000). The authors also allued to the vital role of entrepreneurial narratives and discourses in analyzing the special role that Hong Kong plays both within the Asian region and globally as one of the main centers of global capitalism (Jessop, and Sum, 2000).
Over the years, Hong Kong has positioned itself as the global city of Asia. This is based on the city’s key areas of strength including its fully developed financial services sector, flourishing trade, advanced transport sector, budding tourism, and massive investments in communications all of which combine to make Hong Kong an important regional hub for global trade as well as a major Chinese city (Jessop, and Sum, 2000). As the article points out, the city of Hong Kong has a rich and elaborate history of supporting urban entrepreneurship . The city has continued to thrive over the years due to the dynamism with which it has embraced and applied its entrepreneurial strategies. Today, the city is widely acknowledged for its laissez-faire approach in managing the economy and other aspects of development (Jessop, and Sum, 2000). This is largely down to its adaptability to the changing circumstances within its environment as well as globally. The most recent innovation in this regard is the transition in which it has developed into a cross-border region in Greater China as well as its emergence as one of the most preferred hubs for the development of the global economy.
However, the success of the city has raised questions and concerns on whether its strategies for promoting innovation and entrepreneurship are sustainable given its importance in the international economy (Jessop, and Sum, 2000). Questions have emerged over the future of the city's manufacturing sector, the services sector, and the growth of its virtual economy in the long run. From a Schumpeterian perspective, entrepreneurial cities are those that have built a strong capacity for promoting innovation while also adopting a wider account that incorporates both extra-economic and economic factors. Therefore, entrepreneurial cities should be considered and analyzed based on their extra-economic factors that shape their competitiveness.
