The article looks to explain why expenditures in education differ in various countries, the role of human capital, income inequality, and the inclusiveness of the education system. The article applies the hierarchical education model in the analysis of how politics determines the budget of public education and the allocation existing between the different stages of advanced and basic education.
The budgetary allocation between different education stages depends on the population of human capital and inclusiveness within the education system. Income inequality greatly influences the amount of capital investment that an economy can inject to support an all-inclusive education system in America. This is really reflected in the American system because their parity in income between the minority and the majority and has seen a drastic effect towards the realization of an inclusive education system because of unequal funding of schools in these two groups through budgetary allocations.
