This lesson continues concepts learned in JP 503 with analysis of the "problem solving" steps of the JPP needed to produce viable orders and plans: Course of Action (COA) Development, COA Analysis and Wargaming, COA Comparison, COA Approval, and finally, Orders and Plan Production. The lesson also introduces joint logistics and operational contract support.
 Provide a 275-300 word response to each of your instructor-assigned question A and B using examples with your explanation.
QUESTION A: The US military must continuously balance two demands: (1) providing agile responses and support to a myriad of global contingencies; and (2) recapitalizing the force. In light of this, military commanders must constantly trade risk for resources when planning joint operations. How can military planners maintain flexibility in their application of the JPP so that it remains a useful tool as this trend continues? Explain your recommendation(s).
QUESTION B: Joint Publication 5-0 stipulates "Begin logistics supportability analysis" as the first listed activity in Mission Analysis (MA), although MA Activities are not necessarily performed sequentially. Accordingly, some highlight the urgency of planners considering logistics very early in the JPP and not leaving them until last (as too often happens). However, others argue logistics supportability (including operational contract support) cannot be reasonably made until Course of Action Development (step three of the JPP). Carefully considering the steps of the JPP, which view of the right ordering of logistics supportability considerations do you believe is most compelling? Why? Despite time and planning resource limitations, developing a valid Course of Action (COAs) is essential when planning joint military operations. Early in the COA generation process, the Joint Financial Committee (JFC) provides the staff with additional considerations to assist them in focusing their efforts and creating the most appropriate COAs. There are always a variety of approaches to executing the task. Still, often the staff must find a balance between the time sought after for innovation and the time required to construct full COAs that adhere to JFC advice and the operational strategy (Joint Publication 4-10, 2017). Many staff members discover they only have the time and resources to create two or three unique COAs for each operational strategy. If time and workforce resources allow for recapitalizing the force, many teams might work concurrently to produce various COAs.
Military planners can use Operational Contract Support (OCS) to balance trading risks and plan joint operations. The Operational Contract Support has become of massive help for the military because of reductions in military force size and modifications to its makeup (In general, less uniformed support skills are available). The weapon systems have also increased in complexity. Efficiency and cost-cutting measures have continued to be prioritized, and commercially applicable material support and services may now be outsourced or privatized (Joint Publication 4-10, 2017). The army is also becoming aware that, in some operations, hiring local suppliers may, when organized and carried out effectively, have favorable effects on the civil-military components of the operation.
Finally, operational flexibility is essential to acquire necessary skills when force management limit limitations are in effect. Recapitalizing the military force is equally as important as the need to provide support and agile resources to the ever-frequent global contingencies.
