Promoting Independent Living and Inclusion: A Proposal for Persons with Disabilities

Essay Instructions:

Prepare a "proposal" outlining a plan for an event or activity to help raise awareness and build public support for improved or enhanced income maintenance/social programs to help support persons with disabilities and promote independent living and inclusion. The following points should guide your work:
• Focus on the goals of the event, not the practical issues of locating a space or obtaining funding. However your proposal should include a briefly description of the requirements a suitable space or venue would have to meet.
• Your goals should be described in a way that clearly links those goals to the relevant provisions of the CRPD. Be realistic about what can be accomplished at one event.
• Describe the format for the event. Will it be a lecture type event, an interactive forum/discussion/debate, an "information fair" type event with kiosks, an artistic production? etc.? Who is your intended audience? Who will be participating/speaking/guiding the event? (ie. persons with disabilities, political types, social activists, etc.) What message do you plan to convey? - and - what mediums or methods will you use to do so? Outline what activities will be conducted and explain how those activities will increase awareness of disability issues and build support for the idea of improved public support and programs for persons with disabilities.
• In one or two paragraphs, summarize what you plan to accomplish in terms of promoting aspects of the CRPD and why you feel your event will accomplish those goals. Can you see ways to follow up on your event or build on any momentum/relationships that may develop out of the event?
Preparation
Please watch the following video: Claiming and Enforcing a Right to an Adequate Standard of Living (YouTube, 7:50 minutes, captioned)
https://www(dot)youtube(dot)com/watch?v=0TiORUTpCnU
This video captures a portion of the talks presented at the Hamilton Roundtable for Poverty Reduction in 2012. The talks do not focus on disability but speak about an adequate standard of living as a basic human right. The speakers also discuss the challenge of convincing the government to effect positive policy change when the general population does not seem to feel that inadequate social assistance rates are a serious issue. Contemplate what is required to build public support for improved and expanded social assistance programs for persons with disabilities.

The Current Living Conditions of Persons with Disability (PWDs)
Issues
More than 1 billion people have disabilities worldwide. The numbers correspond to approximately fifteen percent of the global population. From this, 190 million people ages 15 and above have substantial struggles with a function that require a broad extent of healthcare services. The numbers of PWDs continuously increase secondary to the aging population’s high ratio and a rise in chronic diseases CITATION WHO20 \l 13321 (WHO, 2020).
The Convention on the Rights of Persons with Disabilities and its Optional Protocol (CRPD) defines PWDs as individuals with long-term physical, intellectual, mental, or sensory burdens that interfere with their standard and effective functioning in the society concerning the functioning of individuals without a disability. One of the most pressing concerns they face is forced displacement or the lack of safe shelters where they can independently and function. Without sufficient resources and a safe environment, they are prone to violence, abuse, exploitation, and discrimination. These are attributed to the stigma that heightens their vulnerability. Although many government and non-government agencies help provide humanitarian assistance, health services, education, livelihood, and shelters, there is still a wide gap that needs to be addressed to improve their quality of life CITATION UNHnd \l 13321 (UNHCR, n.d.).
The Event
Event Goals
The event’s main objective is to broaden the public perspective on the status of PWDs regarding independent living conditions and community inclusions, as discussed above. Specifically, to raise public awareness, the event organizers shall:
1 Target specific audience, including the leaders of PWD groups, leaders of government and non-profit organizations based on human rights, online influencers, advocacy groups, politicians and other public officials, city engineers and architects, area developers, and human rights resource speakers;
2 Extensively discuss the importance of the CRPD Articles 9, 19, and 20;
3 Correlate number 2 with the current status of the PWDs in the target areas;
4 Show interview videos to illustrate the everyday struggle of PWDs; and
5 Provide activities that show the reality and the urgency to address the situation
CRPD goals
Articles 9, 19, and 21 of the CRPD focus on independent living and inclusion of PWDs. Notably, the following are the objectives of the said articles:
1 Article 9 refers to the accessibility of PWDs. This discusses the need for the involvement of State Parties. Their agencies must devise strategies and appropriate measures to safeguard equal access of PWDs to basic human needs, including all but not limited to the following: transportation (roads, public and private services), physical environment (buildings, indoor and outdoor facilities), and communication (data, information, and communications technology, in all types of communities, including rural and urban areas). Accessibility to resources helps PWDs to live independently and to have full par...
