Understanding the policy of a country concerning its cultural repertoire is important for any student. It allows him to be able to understand the reasoning behind such a policy, which is rooted in both the protection of the citizens’ rights as well as the acceptance of its culture. Accordingly, one of the interesting foreign sporting laws or policies is Presidential Decree No. 449 or the Philippine Cockfighting Law of 1974 in the Philippines. This law provides the rules and regulations about the conduct and the occurrence of ‘cockfighting’ in the country. All in all, the author believes that the reason why this is a difference in cockfighting policies in the United States and the Philippines is because of the cultural differences between both states.
The Cockfighting Law of 1974
PD No 449 or the Philippine Cockfighting Law of 1974 is one of the laws that were established during the Regime of President Marcos with regards to the sport. It must be noted that while cockfighting is seen as a form of ‘gambling’ rather than a sport, Filipino culture has always been tied with the sport even before it was colonized by the Spaniards back in 1521 CITATION Dun94 \l 1033 (Dundes, 1994). Accordingly, the practice has flourished and became prevalent in suburban areas and townships, with current studies show that it is even practiced as a festivity during fiestas or town celebrations CITATION Eca19 \l 1033 (Ecarma, 2019). This is said to be the reason why a significant number of Filipino males tend to their roosters and dedicate much time to training and honing them.
In line with the topic of PD No. 49, it could be seen that this policy was brought about by the desire of the government to allow such festivities while also prevent any abuses upon it.
