Imagine an inner city public park, or a rural public water system. What ideas or mental pictures come to mind? Are these images based on actual experience or the issues raised by the public in newspapers, the Internet, and other sources? 

In his book, The Effective Public Manager: Achieving Success in Government Organizations (2013) Steven Cohen refers to the “perpetual crisis in public management,” but does he agree that public managers and services are in crisis, or is he conveying a different message? Cohen’s arguments related to this “perpetual crisis” are fundamental to understanding many of the day-to-day difficulties inherent in performing the job of public management. 

The assignment (3 pages):

For this week’s assignment, you are to complete a paper on the issue of what Cohen refers to as the “Perpetual Crisis in Public Management.” In this paper, summarize the main arguments Cohen makes. Then explain the effectiveness of at least two government responses to a crisis using the course readings for this week. Finally, taking the role of a leader in a nonprofit or government organization, explain what actions you might take to improve accountability and responsiveness to the constituents (citizens or clients) you serve.

If you are a non-U.S. student, explain how there may be a “perceptual crisis in public management” in your home country and what the government has done to address this crisis.

Be sure to support your assignment with specific references to the resources and other current literature in the Walden Library. Use at least two scholarly sources from the library that were published within the past 5 years to support your paper.

Your assignment must demonstrate both breadth and depth of knowledge and critical thinking appropriate to graduate-level scholarship. It must follow the Publication Manual of the American Psychological Association guidelines and be free of typographical, spelling, and grammatical errors. The assignment should be 3–4 pages in length (double-spaced), not including the title page, abstract, and references.

As days pass, people are continuing to lose faith and confidence in the government. This is a deep and profound feeling that is developing in Americans and the common view on the ground is that the government creates problems while it is supposed to solve them. Cohen argues that most people believe that the programs and policies implemented by the government detract from the quality of life as opposed to adding to it. This, however, has not been a tradition in America. Traditionally people believed in their government, and this is evident in the number of masses that the government was able to gather during wars. However after the great depression which led to increased unemployment and a rise in the cost of living people started losing confidence in the government. Today many believe that the government is not capable of implementing policies that the public will like. For this reason, evidence of failure is everywhere for instance in drug trafficking and abuse, crime, corruption, high taxes, homelessness and the decline of urban public schools (Cohen, Eimicke & Heikkila, 2013). Cohen also argues that the government is responsible for the provision of services and enhancing the quality of life for every individual. On the contrary, the private sector enjoys remarkable success. The private sector is more organized and chooses the areas it wants to reach while on the other hand, the government has no alternative than to reach in all the areas of the country. He additionally states that where the government imposes policies and programs that are resented by the people, then people can stand up against the government. The provision of services by the private sector is very effective because one can have pizza delivered to their doorsteps in less than 30 minutes while on the other hand, it may take hours or even days to get government-offered services (Boyne, 2002). The government is considered as corrupt and wasteful while the private sector is considered creative and efficient.

People have always revolted against the government because of various reasons or because of the implementation of policies that they do not like. For instance, the Boston tea party where some workers who were protesting the importation of tea decided to show their disapproval by throwing the imported from India into the waters.
