Rousseau thinks that citizens can live under the same rules and still be free because the laws are made in the best interest of the citizens. The governments conform to the human being’s nature of a moral being. This means that an individual can make individual choices based on their will. Such is in contrast to a situation where people have to succumb to force. In such a case, the governments have to make laws that do not make the citizens succumb to force but rather enable them to act according to their own will.
