Terrorism has been one of the major concerns across the United States based on the security threats to the citizens and available critical infrastructure. However, most countries encounter significant challenges in preventing terrorist attacks. Following September 11, 2001 terror attack, the United States realized that terrorism would continue to pose a severe threat to security across its national borders. Notably, the country needs a strategic plan to harmonize Great Power competition and counterterrorism towards enhancing security. Besides, the government needs to rationalize counterterrorism efforts to make the war against terror attacks more sustainable over the long term. In the current era of the emergence of partisan polarization, a rare area of bipartisan agreement has been the investment in counterterrorism by the United States.
