Similarities between Civil Wars and Terrorism
Terrorism and civil wars have some similar elements. First, both can be caused by a bargaining failure. A bargaining failure occurs when some entities are unaware of others’ capabilities or their willingness to engage in war (Frieden, Lake, & Schultz, 2019). For example, if two parties are in conflict and fail to resolve them, the party that thinks it has more power might initiate violence. If the other party feels that it has enough resources to revenge, it results in civil war. Similarly, terrorists might attack to prove to the government of a particular country that they have what it takes to fight. In that case, the state must respond to protect its citizens.
