A common description of the federal bureaucracy as the fourth branch of government stems from the fact that the agencies within one bureaucratic body, implement the legislate powers. The administrative agencies have a mandate to examine, implement, and enforce rules besides interpreting, applying, and ensuring compliance with the rules. These powers are constitutionally bestowed separately within the judicial branch and the legislature. Today, these agencies have millions of federal workers who make decisions daily (Sanford.house.gov, 2015). This is contrary to the previous years where it required action from the Congress to make decisions. Authors such as Fedewa (2014) makes a strong case that the actual government does not comprise of the president, the Constitution, or the courts, but these agencies which have no limit to powers. Federal employees interpret and implement laws made by the Congress. This system of governance has serious social and economic consequences as the decisions are made by a small number of unelected group of individuals in closed door meetings. In the past, these consequences have been felt when the federal government decided to bailout large banks of trillion of dollars resulting in the 2008 financial crisis. These problems caused by the creation of agencies and the laws made by the federal bureaucracy have led to political, legal, and cultural challenges for all Americans as reported by Godbey (2018).
