Based on major court cases and legislation pertaining to ELLs, create a newsletter to be used to inform parents of ELLs about legislative events that have affected English language instruction in Arizona.
Part 1 of your submission should include a brief description for each of the following:
At least two of the following major court cases pertaining to ELLs: Lau v. Nichols, Castaneda v. Pickard, Flores v. Arizona, or Plyler v. Doe.
At least two of the following federal laws or mandates that have affected education for ELLs: Every Student Succeeds Act (ESSA), Title III, Title VI, or a resolution from the Office for Civil Rights/Department of Justice.

A brief explanation of the demographic composition of the PK-12 ELL population in Arizona.
An explanation of the process of determining ELL program eligibility, including the use of the Home Language Survey and the Arizona English Language Learner Assessment (AZELLA) for placement and reassessment.
A description of the standard accommodations available to ELLs for assessment.

Lau versus Nichols
The Lau versus Nichols petition was presented to the court in 1974 because schools failed to provide English language instruction to Chinese children. The legislative event was intertwined with the 1964 legislation, which bans discrimination based on color or country of origin. Justice Douglas facilitated the court decree implementation, which saw the schools in San Francisco provide English supplemental courses to the children who could not speak English fluently. As per the civil rights act, which was established in 1964, the board of directors in the education sector was directed to rectify the mistake and provide equal opportunities to the children who could not read or communicate via the English language. Moreover, justice Douglas stated that most children are disadvantaged due to their economic background, and thus they should be provided with sufficient learning materials to improve their English (Department of Education, USA).
Castaneda versus Pickard
Castaneda versus Pickard was a case file against the Texas independent school district. The Texas District school discriminated the Mexican-American students based on their ethnicity. Additionally, the Mexican-American children were denied learning materials; the classes were segregated. As per the case filed against the school, the classes were divided depending on race and ethnicity; Lau versus Nichols court cased directed schools to have learning channels catered for all children despite their ethnicity, race, or color. However, in 1978 the judge ruled against Castaneda and Pickard, they lost the case. Moreover, the case was appealed in 1981, and this time Castaneda and Pickard (plaintiff) won the case; school programs would provide LEP to all students without discrimination.
Every Student Succeeds Act (ESSA)
Every Student Succeeds Act was established and signed by then-president Obama in 2015, and it was an education law for all public schools. The ESSA Act was established to back the ESEA (Elementary and Secondary Education), which directs every public school to provide equal opportunities to learners across the country. Both ESEA and ESSA have been successful; for instance, the dropout rates have surged while graduation rates grew tremendously after enacting. Typically, ESSA advocates for equity and protection to all American children regardless of their color, ethnicity, and race. Secondly, it states that all children in American public schools are taught with high academic levels that guarantee success in their future.
