Scenario for both questions:

Three mid-level U.S. consular officials have been kidnapped from the beaches of Mazatlán. A rogue offshoot of the Sinaloa Cartel has taken responsibility and demanded a $100M ransom. Mexican officials believe the kidnappers are holding the victims in scattered locations throughout the country, and may be getting help from corrupt members of the Mexican military. The Mexican administration has asked for intelligence and training support, but has made it clear that it will not tolerate any violation of Mexico’s sovereignty. It wants to handle the matter itself. What course of action do you recommend, and why?

Assignment 2-A - Developing Understanding Discussion A


Initial Response: 300-500 words. 

In the context of the provided scenario, define (frame) the current environment. This framing is comprehensive, combining information derived from your research into your specific PMESII or PMESII-PT factor with research accomplished by your group mates into one holistic description of the current environment.  

Framing the current environment is not a regurgitation of prior research or simply a cobbling together of several authors’ research. Your task is to craft a comprehensive understanding of the current environment by highlighting the actors, interactions, trends, tendencies, potentials, etc. that exist within the current environment, as described in your Lesson Narrative-assigned readings.

In classic Op Design, environmental depictions include a graphic. The graphics are used for two purposes: they provide the opportunity for groups to share a visual construct of the situation as the various relationships, trends, tendencies and actors are mapped out; and they provide a visual depiction for briefing purposes when planners describe their drafts to commanders, higher headquarters planners, etc. Since this exercise is accomplished individually (at first) and we do not have the opportunity to brief one another, graphic depictions are neither required nor desired in this exercise. However, the crafting of a graphic for purposes of enhancing your understanding of the environment may be helpful, even though it is not submitted with your assignment.

Assignment 2-B - Developing Understanding Discussion B

Initial Response: 300-500 words. 

In the context of the provided scenario, frame the desired environment (desired end state). Justify your position(s) in terms of National Strategic Guidance. This framing must be comprehensive, including all pertinent factors and elements, but avoid including digressive or unimportant factors. The desired environment must be framed as a state of being—a “snapshot”—not as a series of actions. As described in the readings, what does the desired environment look like?  

Words such as “can, will, should and must” are inappropriate for an End State description but are instead applicable to Lines of Operation and Effort, which will be accomplished next week.  Inclusion of “Ways” (e.g., methods describing how one “can, will, should or must” accomplish a task) limits brainstorming and unnecessarily constrains planning efforts at this stage of the Design process.

Leave descriptions of Ways and Means (efforts and Instruments of Power that will execute those efforts) to discussions after the initial description of the desired environment (desired end state) and problem statement.

As of January, the U.S. Embassy and Consulates in Mexico allotted security alerts for numerous cities in Sinaloa states. The reason was the kidnapping of three USA citizens from the beaches of Mazatlán in Mexico. American values do not entertain using human beings as pawns and see it as antithetical; thus, they work with different partners to prevent and impede these heartless tactics ("National Security Strategy." 2022, 35). To save them, the American armed forces had to develop a mechanism for running the operations. Framing the operational environment would consist of higher leadership and acknowledging how higher authorities view the current state. It is integral for the commanders and staff to appreciate how the higher headquarters view the operational environment, problems, and operative tactics.[“National Security Strategy.” The White House, Washington, October 12, 2022, 1–48.]
To foresee an operational approach to address the kidnapping problem, commanders and planning teams recognize the conditions constituting the present operational environment state. Initially, the planning squad evaluates and separates the relationships amongst the appropriate variables and actors to progress personal interests. Key actors include enemy forces, individuals, governments and states, terrorist networks, and criminal groups ("Framing Operational Environments” 2015, 3). During the kidnapping of the three U.S. consular officials, the actor involved were the criminal organizations in Mexico. On the other hand, corrupt military groups from the Mexican military got involved. Researching and analyzing the operational environment would help the commander and the team in identifying the roles and responsibilities of every actor and associate them with other actors.[Framing Operational Environments, July 1, 2015, 3–7.]
It would be vital for the team to develop graphics to illustrate essential actor tasks, relationships, and tension, enabling the team and commander to understand the operational environment effectively. Associations among the actors come with several facets, which can differ depending on the level of interaction ("Framing Operational Environments” 2015, 3). Identifying the relationships among the actors would need the team's effort because these relationships need exams from several perspectives. Furthermore, the involved team would have to recognize the political, military, economic, infrastructure, and information (PMESII) concepts that comprise the furthermost operational environment (“Planner’s Handbook for Operational Design.” 2011, IV-3). For instance, the analysis would include the associations of the regional land forces in Mexico and the USA.
