When nations face political instability, some of the implementation strategies used could cause damage to the civilian population. An example of such strategies is those used in Operation Iraqi Freedom. However, the authorities made various political, operational targeting, social and cultural considerations to bring about liberation.
The political considerations revealed in the statement are the authorities' concern regarding the masses. They aim to ensure liberation in Iraqi, but its achievement comes at a cost. They expect to face damage to the civilian population. Liberation is necessary; therefore, minimizing the damage is the most important aspect.
The social consideration in the statement is that the Iraqi people should return to a normal functioning society.
