Human resource is the people who are behind the organization and are indispensable however much the organization may get automated. The human resource frame is critical because all organizations need talents, creativity, and skills to exist. Thus, these two frames are interdependent and ought to be balanced. The people need careers, opportunities, and salaries. They get all these from organizations. To remain competitive, productive and as in the case of business profitable, each organization needs people to inject talent, creativity, and skills. The people steer the organization to achieve its set goals and objectives. The two entities produce the best results when the people find meaningful and satisfying work with favorable remuneration standards and the organization finds the best-talented individuals equipped with the necessary skills, experience and motivated to work. When the balance of these two entities is poor, one or both the entities suffer.
Case study related to restructuring (Beth Israel)
In the case of beth IsraelCITATION Bor13 \p 90 \l 1033 (Borland & Deal, 2013, p. 90), the organization had focused too much on the ‘structural frame’ with clearly ‘defined’ roles and responsibilities but the system was counterproductive. The bureaucracy that was instituted by the division of labor did not focus on the patient’s well-being and needs but on adherence on operational standards that had a long and inefficient and ineffective chain of authority.
