For this assignment, you will write a paper summarizing a current bill either federal or state that impacts psychiatric mental healthcare and collaborative care for access to treatment. The paper should contain the following main points as listed below:
Select a House of Representatives or Senate bill (national or state level), either currently in process or one that has been passed within the last two years that directly focuses on or impacts psychiatric mental health care advanced practice nursing, financing, operations, or collaborative care for access. (Include the name of the bill: e.g., H.R. 4909 (115th): Stop School Violence Act of 2018. Be sure to note if the bill is federal or state-level legislation and indicate the state, if appropriate. Also note if the bill was passed and the date, if in committee [house or senate], or if awaiting the president’s signature).
Discuss your encouragement or opposition of the Bill based on ethical, legal, and policy considerations, and the nursing view and perspective for patient care.
Discuss how the bill impacts or will impact, the role of the PMHNP. Discuss the impact on health care quality and outcomes for psychiatric mental healthcare.

Introduction
Psychiatric nurse practitioners work as educators for medical peers, patients, caregivers, families, and communities, promoting the idea that cognitive health constitutes a fundamental aspect of the healthcare system. In the contemporary ever-evolving policy landscape, the role and expectations of Psychiatric Mental Health Nurse Practitioners (PMHNPs) are also changing, characterized by the need to recognize and understand the role of different legislations in healthcare practice. In this context, rising out-of-pocket medical care costs force Americans to postpone or avoid seeking the necessary medical care services. Representatives have been improving the existing legislative framework to ensure equitable access to healthcare services for all Americans, irrespective of their diverse characteristics. This report evaluates the Primary and Behavioral Health Care Access Act of 2021 and my legal, ethical, policy, and nursing and patient care considerations for supporting it. The paper also indicates that the legislation positively impacts the PMHNP role, healthcare quality and mental health outcomes, access to care as well as collaborative care opportunities for mental health nurses.
House of Representatives Healthcare Bill
The Primary and Behavioral Health Care Access Act of 2021 was introduced into the House of Representatives by Ms. Underwood (IL-14). The Bill is co-sponsored by Representatives Katie Porter (CA-45) and Kim Schrier, M.D. (WA-08). Specifically, Ms. Underwood initiated the Bill to advocate for diverse American populations to be able to access the healthcare services they require. It is tailored to change the 1974 Employee Retirement Income Security Act and the 1986 Internal Revenue Code to ensure group medical programs and medical insurance issuers provide individual or group medical insurance coverage to cater for three behavioral healthcare visits and three primary care visits without the need to apply for any cost-sharing mandates (Congress.gov, 2022). The federal Bill is in the introductory phase, awaiting passage in the House, the Senate, and the president’s signature for it becomes law. Underwood also revealed the reintroduction of the Bill in an Aurora media briefing alongside Representative Bill Foster, David Gomel, Chief Executive Officer and President of Rosecrance Health Network, Sara Gray, Executive Director NAMI Kane-South, Kendall and Dekalb Counties, and Dr. Jihad Shoshara, President of Pediatric Health Associates, who reiterated the value of the legislation and discussed how the policy would assist communities they serve (Laureen Underwood, 2021).
