Overview

The purpose of this assignment is to apply what you have been doing in your policy brief assignments to an analysis of two (and only two) pieces of legislation regarding a specific topic of your choosing.  Along with a detailed introduction of the problem, the root causes of the problem, a review of the competing political interpretations of the problem, and the impacts of doing nothing, you will provide an analysis using the May, Can, Should model for both pieces of legislation that compares and contrasts the two based on identified strengths and weaknesses.

Application of the Biblical principles - when discussing the topic of the week, make sure to apply the Biblical principles discussed in question 1 of the Synthesis paper to the specific policy that you're discussing.  How does it meet natural law, inalienable rights, federalism, etc.?

Constitutional authority - what is the Constitutional authority for the federal government to get involved?  Avoid the use of the General Welfare clause as it becomes a catch-all for anything that a politician wants to get passed.

Can

Political feasibility - what is the likelihood that the policy will become law?  What is the political and social support for the policy?

Financial feasibility - what is the policy expected to do to the national debt or spending?  For example, the new COVID stimulus just put us another $2 trillion in debt but was widely supported by both politicians and the public.

Practical feasibility - what are the logistical resources needed for implementation (buildings, personnel, new programs, etc.) and what are the steps for implementation (ex; the Affordable Care Act needed functional websites in order to be implemented, the lack of these created severe problems with implementation). 

Should

Relate this back to specific Biblical and Constitutional authorities and discuss whether the policy should be supported based on this and the feasibility of implementation.

The goal of this is to critically analyze a Criminal Justice policy to objectively determine if the federal government should be legitimately involved in the policy being discussed and if the policy is right for the country.

Education policy is crucial since it facilitates the accessibility of learning institutions and appropriate materials by learners. As such, the failure to implement effective legislation can influence the lives of many people, including children, young people, and adults. In this research paper, the primary focus will be on the Higher Education Access Act (HEAA, 2007) and the Coronavirus Child Care and Education Relief Act (CCCERA, 2020). These bills were proposed to increase accessibility to universities and help children during the COVID-19 pandemic, respectively. Moreover, the paper focuses on their political, financial, and practical feasibility to indicate why they are vital for implementation in the US.
Defining the Problem
Overview
The primary problem that this research paper focuses on is how to promote education accessibility in the United States (US), particularly for higher education and high school during the COVID-19 pandemic. In particular, education is essential for every child in the country since it provides knowledge and skills for young people, enabling them to achieve their dream careers or become entrepreneurs. Despite the presence of public educational institutions, not all students have access to these facilities, hence denying them the opportunity for a bright future. Notably, rigid regulations, centralized decision-making, and the lack of adequate resources are some of the issues that adversely influence the attendance and performance of public schools (Center on Education Policy, 2020).
Specifically, the COVID-19 pandemic adversely affected the education system since many schools were required to shut down their operations to combat the spread of this deadly viral disease. Haderlein et al. (2021) depict that about 55.1 million K-12 learners were adversely influenced by the nationwide closure of learning institutions (Haderlein et al., 2021). Educational institutions were obliged to transition from physical classrooms to remote learning. As such, many students encountered challenges, such as the delivery of instruction, inaccessibility to proper technological resources, and disruptions at home influencing concentration on the learning process, in transitioning to this new mode of education system. Although the country has overcome coronavirus, the changes that were made in the education system are there to stay.  
Root Causes
A significant percentage of students in higher education institutions in the US face numerous challenges when it comes to accessing universities and colleges. The sad reality is that some of them who get the opportunity to enroll in higher education do not finish their courses. Student debt and university fees are some of the issues that influence these young people to the point of discouraging them from joining schools (Vieira, Mutize, & Chinchilla, 2020).
