According to the data presented by the National Cancer Institute under the Surveillance, Epidemiology, and End Results (SEER) Program (2022), which aims to gather accurate data on cancer incidence in the United States. This program aims to use the gathered research data to describe the up-to-date status of the health of cancer patients in the country and contribute to cancer research for patient outcome improvements. The cited data from the SEER program for this task is for patients diagnosed between the years 2000 to 2015, which includes all races, sexes, and ages (National Cancer Institute, 2022).
From the computed measures of central tendencies and variance, the mean values were considered to be the most effective in representing the selected dataset because it reflects the descriptive statistics of the data across all years considered. On the other hand, the median and the mode are not strong descriptors of the data because they consider the ordinal side of the dataset, which does not fit the goal of describing the data in its entirety as effectively as the mean. From the mean data, Blacks (including Black-Hispanics) have the highest mean cancer diagnosis rate, which is 0.07% (70.07 people out of 100,000). This is followed by Whites (including White-Hispanics), with a rate of 0.063% (62.73 people out of 100,000). The lowest incidence was for Hispanics (for any race), with a rate of 0.032% (31.49 people out of 100,000).
