(U) WITHIN THE NCO C3 OF COMMUNICATIONS, WHAT IS THE GREATEST COMMUNICATION CHALLENGE FOR LEADERS; AND HOW CAN YOU AS A LEADER MEASURE THE EFFECTIVENESS OF YOUR COMMUNICATION SKILL? (U)
The greatest communication challenge for leaders is confusing and complex information. Leaders need to ensure they communicate in a simple, clear, and concise way. The main competency/principle needed among subordinates is applying critical thinking and articulating thoughts in a tactical situation. Also, one should have the ability to listen actively to gain an understanding of what is intended by the CDR, what the unit mission is, and the challenges in the operational environment. For instance, in operation Overlord, one of the key competencies was simplicity. Simplicity was instrumental to the success of operation Overlord because it enabled the preparation of clear and uncomplicated plans, which were communicated through concise orders. Simple plans and concise orders minimize confusion and misunderstanding. When communication occurs in the simplest and most clear way, there is reduced fatigue, stress, and other complexities associated with modern combat. As a leader, one can measure the effectiveness of their communication skill by evaluating the result of a mission. If the NCOs carry out the mission as directed in the plan, then there was effective communication.[TC 7-22.7 The Noncommissioned Officer Guide (January 2020). EXCUTIVE SUMMARY
MLC-0921

(U) WITHIN THE NCO C3 OF LEADERSHIP, WHAT IS THE UNIT’S PROFICIENCY IN MISSION COMMAND? (U)
The unit’s proficiency in mission command is when decision making is decentralized to subordinates allowing for achievement of mission objective. Leadership is crucial to mission command. NCOs have to identify their leadership attributes and develop their core leader competencies to be proficient in mission command. A good leader ought to display character, presence, and intellect. Simultaneously, they should seek to develop, lead, and achieve. In his case study, Capt. Thomas Meyer describes how a battalion in Afghanistan failed to take initiative due to lack of mission command. If the platoon leaders were able to execute the mission command independently, they would not have had to face the enemy again. Yet, due to a lack of competencies such as leading and achieving, the platoon leaders were unable to carry out their mission objective effectively. To put their leadership attributes and competencies into practice, NCOs must Know, Do, and Be.[TC 7-22.7] [Meyer, Thomas. The Leadership Imperative: A Case Study in Mission Command. 2014.
