The investigation was stopped because there was no evidence to continue with the investigation. Notably, the investigation of other possible e suspects and murder victims was not continued as Grann discovered more suspects like William Hale were enabled by a racist legal code governing Osage money mostly by guardianship over those Osage deemed incompetent. This was after Grann assumed the role of an investigative journalist and share his interaction with the victims. The system trapped Indians and made them vulnerable. In addition, Grann blamed the FBI for not counter-checking the number of victims and only stopping when they arrested William Hale( Grann,2017)
