The general idea:
You will contribute to compile a document that can give the reader an overview of what the Pros and Cons are for four different proposals to solve the environmental challenge proposed. Each of the students was assigned to contribute to enrich a section by adding arguments in favor or against for one of the following four policy strategies:
P1-P/C: Promote pro-social and pro-environmental behavior for a self-governed solution among the participating countries
P2-P/C: Promote a Coase bargaining among the participating countries
P3-P/C: Promote environmental (Pigouvian) taxes for the polluting countries
P4-P/C: Promote a Cap-and-Trade (emission permits trading) mechanism among the countries
Environmental challenge: Remember our world market for gasoline-based cars during the first week?
Let us make this problem a bit more realistic:
Not all countries have the same economic base and technology
Not all have the same demand for cars
Not all have the same vulnerabilities to climate change
Not all have the same capacity to mitigate or adapt to climate change
Each of you will discuss the Pros and Cons of one proposal to solve this challenge of a global market that produces externalities to all, in a very unequal world.
The rubric that we will be using to grade the document is the following:
Does the document describes with clarity the basic economic insights of why this particular policy proposal makes sense?
Can a reader identify with clarity the economic tools we have used in the course including lectures and the main readings?
Are there clear arguments in favor and against to provide a good balanced picture of what the potentials and limitations are of such proposal?
Does the analysis of the policy strategy or proposal include the evaluation of both social efficiency and fairness?
Does the discussion refer to winners and losers from the implementation of the proposal?
Is the document written in a clear style for any reader with interest in this topic?
Does the document provide solid evidence to support the pros and cons of the proposal that can enhance the content for any reader?

Gasoline-based cars have been cited as one of the leading contributors to climate change and global warming. They emit greenhouse gases like carbon dioxide into the atmosphere, thus, polluting the air. Due to the increasing problem of climate change contributed by gasoline-based cars, policymakers have proposed promoting environmental (Pigouvian) taxes for the polluting countries as one of the solutions to this problem. Although effective, this proposed solution poses various challenges.
Pigouvian taxes are taxes placed on any product that creates negative externalities. These taxes discourage harmful activities.
