Summary of Major Plans
The Virginia Plan
Written by James Madison in 1787 to create a bicameral system of government, with both the Senate and the House of Representatives. The representation in the directly proportional to the population of the state. Major beneficiaries of the plan were states with large population. Their representatives increased proportionately to their numbers. The primary role of Congress was to oversee the duties of the judicial and executive branches of the government. Other functions covered covered the selection and vetting of individuals to serve in the two other branches of the government. The executive was the major administrator of the state and oversaw most development activities. The constitution also gave powers to Congress to keek check of its rokes. The judiciary also existed, to interpret the laws, and keep the other arms of government under checks and balances with the law. Such a plan influenced how the State and National government related, by giving the federal powers to the national government to oversee the functions of the state governments.[The United States Senate. The New Jersey Plan
The Virginia plan didi not promote the equitable repsresentation of the citizens in the two houses. It influenced the introduction of the New Jersey plan to ensure equity in Congress by William Peterson. Its proposal was for each state to have an equal number of votes, a concept introduced to ensure no other states had an upperhand in the legislature.
