1 What does it mean to use a rational cost benefit analysis as the basis for crime prevention policy? Explain one barrier to the implementation of rational cost benefit analysis in the area of crime prevention.
Deterrence refers to the rational strategy of crime-fighting. The rational cost-benefit analysis is used as the basis for the policy of crime prevention. Even though a crime can be prevented, the cost of its prevention can outweigh its benefits, this creates the need for rational cost-benefit analysis. When positive outcomes are observed from a prevention program, it is commonly inferred that the overall benefit outweighs the overall cost, at least in policy circles, even though it is not empirically demonstrated. A rational policy that is established toward crime aims to make its costs less significant than its benefits, which would then lead, in theory, to deter potential wrongdoers.
To have an effective deterrence, it requires that the sanction be specific, swift, and drastic. However, in deterrence, certainty and swiftness are considered more important than its severity. But in the US today, the punishment for a crime is neither certain nor swift. Implementing a rational cost-benefit analysis of crime prevention is sometimes difficult and costly that includes quantification of the whole range of costs and benefits. Another barrier is the assumption of programs and decision-makers that yielding positive program outcomes mean that benefits truly outweigh the cost.
2 In dismantling the Cabrini Green public housing complex, Chicago sought to disrupt a “culture of poverty” and introduce residents to a “middle class way of life.” Explain two problems with (or unintended consequences of) demolishing Cabrini Green as a poverty reduction strategy. Cabrini Green is a famous Chicago housing project that was built as a housing area catering to the increasing number of African-American migrants from the South. It became a separate community having its own police force from the city of Chicago even though it was just a mile away from the downtown. In the documentary, people who resided in Cabrini Green are then converted to ”mixed-income” housing that the majority of the displaced residents won’t have the chance to move into either.
Public housing was built as an experiment to alleviate the shortage of housing in the city and eradicate the building of slums. Most families who lived there were forced to leave, scattered around the city and suburbs. One problem with this demolition is that they imposed strict guidelines on returning to this newly mixed-income community after being is placed. These strict guidelines were far too great for the old tenants to be qualified and come back. The residents who were able to move into this mixed-income settlement are finding ways to negotiate with an unwelcoming cultural territory as compared to the old Cabrini Green community as tensions have arisen.
