The Federal Reserve directly regulates monetary policies and the president has no direct control of the Fed. What the president does is to appoint members to its Board of Governors although these members often have extended terms in office with an exception of their chair (Thoma, 2016). The federal interest rates are also directly controlled by Fed and the president has no role in controlling the rates. However, the president can exercise his influence in terms of fiscal policy through the Congress. Decisions such as public spending and taxes are passed by the Congress. Nevertheless, the control over public spending and taxes are a shared responsibility and the president has no power to dictate the taxes or public spending and is forced to pass through the Congress.
