Max Weber cited three types of authority as traditional, charismatic and legal- rational authority. Max Weber advocated for legal –rational authority because the selection process is competitive and individual demonstrated merit. This process reduces incompetency. An important feature of legal –rational authority is that specialized division of labor ensures efficiency and completion of tasks (Turner, 2012). Weber stated that the best example of rational legal authority was bureaucracy a common feature among modern state and city governments. According to Max, no authority structure can be exclusively bureaucratic. Non-bureaucratic legal authority can be found in political systems because some positions are likely to be held by charismatic leaders. These leaders have extraordinary characteristics that inspire change in others hence promoting non-bureaucratic authority (Turner, 2012).
