Norms influence behavior patterns, and norm application has mostly been studied focusing on war, conflict, and strategic interests. International law is binding between nations and based upon the accepted and adopted legal norms, standards, principles, and rules applicable by various sovereign states. States are more likely to obey and conform to international laws and norms based on strategic interests and expectations (Frieden, Lake & Schultz, 2019). Thus, international laws and norms can influence the behavior of states, especially when states accept the laws and norms. Different factors influence whether international laws and norms influence state behavior, such as self-interest, state interest, convergent interests, regime type, and institutions.
When the international laws and norms are incompatible with states' interests and leaders' vision, it is less likely that the norms and laws will change state behavior. For instance, Sudan's deposed leader Omar al-Bashir ignored the International Criminal Court (ICC) and Rome Statute that sought his arrest for war crimes and genocide.
