Phase 1- Start of COVID-19: January – March 2020
The year 2020 has been quite challenging for the workers and the clients. Positive cases of coronavirus were recorded in China, specifically in Wuhan, then in Europe, Italy, Iran, and surged across the rest of the world. On February 29th that the first case was reported in the US in Seattle. Although the number of cases rose like fire throughout February, the World Health Organization declared coronavirus a global pandemic on March 11th, 2020 (Roser, 2020). Around three days later, on March 13th, the president declared a national emergency, and all the professional work was put to a halt.
Within two days, the CDC advised that any local gathering must include a population of more than fifty people. The following day the president Donald Trump reduced the figures to ten. This meant that schools were closed, and virtual learning was encouraged (Roser, 2020). Stay-at-home orders were also issued, which meant the closure of all businesses except the ones vital to run the state.
At this time, Hoar and HPM had more than fifty active project sites that spread across the United States. The COVID National Emergency put the progress of all these projects at risk.
