The term homeland security became commonplace in the United States immediately after the 9/11 attack. Since then, it has attracted diverse definitions from different authors, each integrating a unique perspective to illustrate its scope and importance in charting a new era for the nation (Rudman et al., 2021). One of these writers is Kettle 2003 who claimed that the concept incorporates approaching things differently, improving ways of doing older things, and executing some of them differently (Yilmaz, 2013). Rosati also expanded the concept to include innovations, cultures, leaderships, diverse organization interactions, and strategic management of the country in 2004 (Yilmaz, 2013). In the same context, the Office of Homeland Security 2002 defines it as the collective national initiative for averting terrorist attacks, minimizing the country’s vulnerability, and recovering from any attacks (Yilmaz, 2013). These variations in definitions do not interfere with the overall goal of protecting the homeland. They strengthen the approach by providing a comprehensive perspective and incorporating diverse stakeholders in the implementation of homeland security.
