Drug and substance abuse have for a long time formed discussions for public assistance and policy discussions. State administrators and decision makers for governmental assistance programs including; Temporary Assistance for Needy Families (TANF) and the Section 8 Housing Choice Voucher Program have expressed concern concerning the moral decadence of their beneficiaries. The federal government, as a result, offered restrictions to these grants to persons convicted of drug-related crimes to restore the morality of the citizens. The move aims at ensuring that taxpayers' money does not fund illegal activities. To enforce the war against drug abuse, the Anti- Drug Abuse Act of 1988 passed. The act requires that individuals with more than three drug-related convictions permanently ineligible for government benefits.
Ethical Analysis
Based on this particular scenario, the government is trying to use the situation idea of testing the drug conditions amongst the individuals available for the state assistance for the needy families (Pollock, 2012). While it is strictly the responsibility of the government to ensure that the needy families are supplied with the various assistances that they need for their lives to continue normally, it is also the responsibility of the same government to ensure that drug abuse is controlled at all cost. Importantly, the government is accountable for the different families th need the assistance.
Ethically, the federal government has the full responsibility for ensuring that the right parameters are used to ensure that anti-drug abuse campaigns and designed and implemented. One of the ways which have been preferred by the government is the denial of the governmental assistance to the needy children who have been convicted of using drugs for more than two occasions. Given such a viewpoint, one would agree that while it is a fair approach, it may be viewed as an irrational decision by the family members of the convicted persons. Thus there is need to employ tolerance while dealing with such issues that are sensitive in nature.
The virtuous approach to ethical matters requires that the government possesses certain good qualities which are supposed to enable it to make critical ethical thinking (Kirsch, 2009). For instance, honesty is an ideal element of the virtuous approach in the case that it allows for impartiality and accountability for both managers and stakeholders within the various governmental departments.
