The term “capability target” is used in the Target Capabilities List (TCL) for materiel, non-materiel, and a combination of both. A material solution includes hardware (Demkov, 2019); for example, a target capability of 450 lbs of payload, expressed in body weight units, requires the capability to lift 450 lb. This is typically accomplished by including wheels or tracks on the vehicle. If the vehicle is too heavy (too many wheels or tracks), it will be unable to meet this targeting capability; if it is too light (fewer wheels or tracks), it will still be unable to meet the target capability. When considering the material and non-material solutions, solutions that include providing extra material (such as added wheels or tracks) are less efficient than non-material solutions in meeting the total payload requirement.
A non-material solution does not include hardware; for example, a target capability of 30 degrees of tilt has the same effect as having wheels or tracks with higher grip. The TCL includes target capabilities with these material solutions for ease of application, denoted by material in the TCL title (Nussbaum, 2016). These include wheels or tracks on vehicles for vehicle propulsion, vehicle payloads, and various target capabilities involving vehicles.
