They say that a healthy nation is a wealthy nation. Thus, enhancing access and affordability of healthcare is important because it can promote health and ultimately, wealth. Risks associated with individual and community health are often unpredictable. Hence the need for health insurance, which gives people access not only to treatment services, but also preventative services with fewer payments for every visit to a physician. As such, pursuing the American Health Care Act (AHCA) is the best approach to the current healthcare crisis in the US. This is because first, the proposed AHCA will provide subsidies for people with pre-existing conditions. Second, it will increase the Health Savings Account (HSA) contributions. Third, it will maintain most of the favorable provisions of the Affordable Care Act.
People with pre-existing conditions face the risk of being not covered or being charged more by insurance companies. The proposed AHCA states that individuals with pre-existing conditions should not be denied health insurance (GovTrack, 2017). However, it does not provide a limit on how much insurance for pre-existing should cost. This provision gives insurance companies an opportunity to overcharge people with pre-existing conditions. However, the AHCA will provide a $100 billion fund which will be used to lower the premiums for people with pre-existing conditions, among other allowable uses (Senate RPC, 2017). This is important because according to Huguet, et al. (2019), the number of patients with pre-existing conditions rose from 58% pre-Affordable Care Act (ACA) to 76% post-ACA. This data indicates that many people with pre-existing conditions were able to receive health insurance after ACA was enacted because they could no longer be denied insurance. By providing premiums, the AHCA will ensure that these people continue receiving healthcare services. Also, the Center for Medicare and Medicaid Services (n.d.) indicate that one in every two Americans has a pre-existing condition. These individuals are, therefore, in need of subsidized premiums to allow their continued access to affordable healthcare.
Health Savings Account (HSA) contributions are essential because people are able to set aside some money for medical purposes. Under the proposed AHCA, the maximum contribution expands to almost twice of the contributions under the ACA (Senate RPC, 2017). In addition, under the AHCA, any qualified medical expenses incurred within 60 days before an account is established will be backdated and paid for using the HSA funds. HSA contributions are advantageous because they are tax-free and as a result, many insured persons increasingly own HSAs (Peter, Soika, & Steinorth, 2015). The contributions give individuals access to tax-free funds that can be used for qualified medical expenses. Also, Hageman and St.George (2019) indicate that HAS contributions allow people with low income and financial vulnerability to access healthcare services on time, thus improving their health outcomes.
